### What problem does this PR solve? Problem Summary: Arena block allocation dereferences an unchecked malloc result, and block sizes are stored in 32-bit fields. ### What is changed and the side effects? Changed: - Check isolated-block allocation failures before touching block metadata. - Reject block sizes that cannot be represented or safely include the block header. - Add allocation-boundary and post-failure reuse coverage to CMake and Bazel.
