[DISCUSS] Merge bval-4.x into master

Hey all,

after updating the site for 3.1.0 today I saw that there's ongoing work 
on the validation 4.0 spec. Had some time on my hand today so I decided 
to give implementing it a try, I pushed my changes to the bval-4.x 
branch and it's passing the current SNAPSHOT build of the validation TCK.


I' like to propose merging this into the master branch and branching off 
the current master into bval-3.1.x? Our 3.1 implementation is complete 
and I feel like development should probably move on to 4.x now. WDYT?
