Put me down as RM for 1.42, if no one else volunteered.

(Sorry I've not been contributing much to Calcite recently… I’ve had my head 
down working on Morel, first in Java, and in the last month in Rust. It has 
been time well spent. My work has given me some good perspective on the 
relationship between compilers and optimizers, and I’m also getting to see the 
data world from the Rust side of the fence.)
