I have been watching Calcite for some time and have been thinking for a
while that it was ready.

Contributors and committers from multiple projects have been on-boarded,
good discussion and openness.

I was worried about the single-threading on a single release manager, but
the project has established a policy of rotating that workload and I no
longer worry on that account.

The only remaining worry that I had was that knowledge of the project
internals was heavily focussed on one person, but seems to be spreading
rapidly.

So I am pretty convinced it is ready to roll.
