Adds a `notifications` block to `.asf.yaml` so GitHub issue mail (new, closed, comments) goes to [email protected], the same routing apache/camel-karavan uses. Without it, issue notifications fall back to the list configured at repository creation or to [email protected]. The issues of luigidemasi/camel-kit (108, open and closed) are about to be copied into this repository as part of the donation, and that burst should not reach dev@.
