Yes, this.

And the CEP is supposed to link to the jira ticket, and the jira ticket is 
supposed to list the intended version.   If work stops, or you see it won't be 
landing in the next release, update the ticket accordingly.

We don't need to be duplicating admin work, or pressuring contributors to make 
estimates they don't have control over and that won't be realistic…   But we 
can and should be breaking up the jira (epic) with smaller/sub tickets…
