Yeah, most of the files on the list are generated by CayenneModeler,
EOModeler, etc. and do not require Apache headers. Still there is a
few that do. Namely all the *.sql and dml/*.xml. The good news is
that all of those are test resources and none are included in the
release artifacts.
I still suggest we add the missing headers to 2.0 branch and trunk,
but this is not tied to our ability to release 2.0.*.

Surely these aren't very important since:
* they are mostly in tests or tutorials (which aren't part of the
published product)
* they have already made it through the incubation period and all
the inspection that happened then
* some are impractical to license (eg.
art.eomodeld, .project, .cvsignore)
* 2.x, 1.x are in maintenance mode and should be messed with as
little as possible
