The ASF uses 3rd party mirrors partly to reduce its bandwidth requirements,
which is why all download pages must use mirrors.
The normal procedure is to publish the tarballs after the vote succeeds, and
then wait a short while before updating the download page and sending the
announcement.
Mirrors update 2-4 times per day, so it does not take long for the files to
propagate.
However, some mirrors may take a bit longer, which is why sites like Ant
http://ant.apache.org/bindownload.cgi
include the release date and a warning that some mirrors may not have the files
immediately.
