To my knowledge, there wasn't any communication about this approach on list
with the PMC.

Regarding PMC membership and employer:

by the same employer (JPL). Since November 2018, goodman, lewismc, and
huikyole have pushed at least 1 commit to master. It's possible others are
participating via other means and I haven't noticed. I'm far from active so
it's not impossible that I'd miss it.

Of all the people on the PMC, it looks like about 21 of the 30 are
currently or were previously employed by NASA or JPL. There's a few names I
don't recognize on there so it could be slightly more or less.
