PyNIO and PyNGL has been phased out for netCDF4 and mpl_toolkits.basemap.
However basemap is not included in the build process for easy_rcmet, and this
needs to be updated.
Installation from source instructions can be found here:

Basemap has a dependency in the GEOS library, and this is the tricky part as
far as the installation goes:
