I've so far only seen the socket fail if 1) you have apparmor enabled (which the current docs say to disable both this and selinux), or 2) you're using an old system vm, in which case the socket works but the system vm can't read it via cloud_early_config.
If you can track down why it's failing to connect to the agent socket that would be helpful, is it a permissions issue or something? Can you connect to the socket manually, does it exist?
