Hi Stanley, You can use "tcpdump -i <interface> icmp" from the instance, or the VR or the host where the instance is running and the host where the VR is running, or the network router/switches in your infrastructure to debug and identify the root cause.
Misconfigured VLANs or bridge/network devices on the hypervisor or CloudStack zone/network misconfiguration are usual culprits.
