Currently Hyper-V supports vhd Image Format for templates and volumes. This
patch will change default ImageFormat to vhdx for hyper-v and allow
registration of vhdx format templates.
this patch conatins two patches revision 1 contains management server side code
and revision 2 conatins agent side code
