Merging the IPv6 work started by Schuberg Philis

This PR contains API, Domain and DB changes in order to add 2 new
attributes/columns to the DataCenter class and few other checks for IPv6
support.
You can merge this pull request into a Git repository by running:

Alternatively you can review and apply these changes as the patch at:
