I could be completely wrong here, but wasn't there some specific closed source citrix magic added to the templates at downloads.cloud.com that was Cloud Platform specific?
Ideally, this stuff should be hosted on an Apache Cloudstack infrastructure.... or atleast the main community source ( cloudstack.apt-get.eu, shapeblue repo, etc.).
