    I was able to build the packages on Ubuntu 16.04:
    cloudstack-agent_4.9.0-SNAPSHOT~xenial_all.deb  
cloudstack-common_4.9.0-SNAPSHOT~xenial_all.deb  
cloudstack-management_4.9.0-SNAPSHOT~xenial_all.deb
    cloudstack-cli_4.9.0-SNAPSHOT~xenial_all.deb    
cloudstack-docs_4.9.0-SNAPSHOT~xenial_all.deb    
cloudstack-usage_4.9.0-SNAPSHOT~xenial_all.deb
    
    I was able to deploy-database using cloudstack-setup-databases but I was 
unable to setup management server. It failed with following: (I tried fixing 
the tomcat user and configs in the initd script but that did not help either)
