freeze discussion. Also, per our [community release
schedule](https://cwiki.apache.org/confluence/display/CLOUDSTACK/%5BPROPOSAL%5D+2016-2017+Release+Cycle+and+Calendar),
the 4.8, 4.9, and master branches are frozen for testing pre-RC.
