Thanks for the update @jburwell. While I agree that smoke tests needs to be
stabilized, I don't quite agree to the idea of blocking master for this.
Lot of commits have already gone to master with unstable smoke tests and
now suddenly master is blocked to stabilize tests. A better approach would have
been to do the exercise at the start of next release cycle with a dedicated
window where only test fixes are allowed.
