   **Describe the bug**
   'Import backup offering' cannot be created due to missing required parameter 
in the dialog. The API complains that the required parameter 
'allowuserdrivenbackups' is missing.
   
   **To Reproduce**
   Steps to reproduce the behavior:
   1. Go to 'Offerings > Backup offerings' and try to create a new import.
   
   **Expected behavior**
   User must be able to create a new backup offering.
