We don't want to create a new bugzilla account, but change an existent one. Simply changing the mail address does not work as long as it does not belong to an account. Changing the existent account would also change the defaults for new bugs.

The developer in charge of the Bugzilla configuration for Cocoon should also
change the default assignments for new entries. There is a separate default
for every one of the three "Components".
