Doesn't work here either: top directory works, but then
cvs server: failed to create lock directory for `/home/cvs/cocoon-2.2/legal' (/home/cvs/cocoon-2.2/legal/#cvs.lock): Permission denied
should be working now. the directory permissions were not 775 but 755. fixed.
