Other programs, like Eclipse work without a problem if you install a ssh client on windows.
At the end it's only installing PuTTY (the complete package) and setting the environment variable CVS_RSH to "your/path/to/PuTTY/plink.exe", isn't it? Of course there are alternatives like adding PuTTY to PATH variable and shortening CVS_RSH to plink.exe, but in principle it's the same.
