Because of source resolving :( When it is preloaded, the current context is the context of the "main" portal sitemap. If it is lazy loaded, the current context is the sitemap using the portal tool manager. As the portal tool manager finds its plugins relative to the "main" sitemap it therefore has to be preloaded :(
