AFAIK, the restart was scheduled 3 hours ago and I checked just 1 hour ago.
Would you confirm if you are able to see this page:

Done...or rather: not done, as what you've seen was the scheduled
restart of the demos, it was up again by the time I looked.
The logs are visible at
http://cocoon.zones.apache.org/logs/cocoon-demos/21branch/, with GMT
times.
The restart time varies a lot depending on what's happening on the
(shared hardware) machine, in testing I've seen restart times of up to
20 minutes.
