There is a file with the password.

The intro to the file says:

"Apache Commons has a twitter account that can be used
to post news about community activity, such as new
releases and so on."

The last post was May 2019, and the one before Sep 2018, so it is not
exactly busy.
As such, I don't think it is worth promoting.
Whether it should be closed is another matter.
