There is no way to tell from the DOAPs themselves.

It depends on whether the DOAP is referenced by the projects.a.o app or not.

The list of project DOAP files referenced by p.a.o is defined in

http://svn.apache.org/repos/asf/comdev/projects.apache.org/data/projects.xml

and there may be some external PMC files listed in

http://svn.apache.org/repos/asf/comdev/projects.apache.org/data/committees.xml
