No, there is one DOAP file for each project.
i.e. Potentially more than one for a PMC.

And one PMC data rdf file for each PMC.
This is not a DOAP file although it has similar syntax.

By default one is stored in the committee folder but PMCs can maintain
their own if they update committees.xml.
