Hi Gris, TL;DR: I'd say trying to do a survey through the ASF is not a very good use of your time.
We recently had a survey request that did not go well. They posted to the approved lists and got a very minimal response. They then decided that they would find/build/scrape/whatever a list of Apache email addresses and spammed them. That ended up with at least 2 dozen complaints and several went just shy of IRB complaints to the university that was involved. I mention this not because you or the others involved would do such a dastardly daring deed but rather to say, I don't think the ASF is a good place to advertise such a survey. The responses will likely be statistically minimal AND people are likely a bit burned by the last survey. You won't* be allowed to email all the members and the lists you will be allowed to email don't contain a very large or representative sample of the ~700 members and ~7000 committers.
