Followup -- there's a new PR with the applicant-facing content:

This has the actual application forms that requesters would fill out
and send (speaker travel, meetup, sprint, summit, materials). These
go on events.apache.org rather than community.apache.org since that's
the end-user-facing site.
Please disregard the comdev-site PR I mentioned earlier (#233) -- I
got confused about which repo faces which audience. I've closed it.
So the full picture:
comdev-working-groups #47 -- internal committee process
(how we evaluate, score, track, and reimburse)
comdev-events-site #31 -- applicant-facing forms
(what requesters see and fill out)
Both are proposed/not active. Not linked from any public page yet.
