Sorry guys just catching up on mail now. The fact that someone is not present is not a good reason for blocking tagging or a release.
All committers should be comfortable with all platforms at a minimum level of creating a project and running tests. This includes the core platform frameworks as well as docs, cli and plugman. I understand that not everyone has a device they can test on for all platforms and that's fine, but tagging + generating the docs, or running the tests for plugman or cordova-cli is doable by anyone. If you happen to give the plugin + cli tooling a go on a real device, even better.
