Summary:
Looks like Tom is trying to add a specific plugin to a Cordova project created 
in VS but for some unknown reason the plugin installation fails. I tried to 
install it on a Cordova project created using CLI and was able to install such 
plugin using CLI as well. To me, the problem is on VS side.

project solution's directory (The directory below the .sln file)? That's where 
the import should work from and it doesn't. The point is it doesn't matter if 
it's VS or Cordova. The two have now been joined using the integration 
installer and pre-installed in VS2015 so if MS needs to fix something, someone 
from Cordova should submit a report to MS about the issue. When I use the 
Cordova import feature in VS I expect it to work. It doesn't matter to me who 
fixes it but I don't have a direct line to Microsoft like Apache/Cordova does.
