Here is the problem: remote docs may not be available, especially if your
internet connection is slow or not available at all.
Under which circumstances is the local documentation not available? I only
know the case where it's not available when building with `make dev` and
starting CouchDB via `./utils/run`.
In my opinion, it's totally ok when the link to the documentation doesn't
work in that case, as this most likely only affects CouchDB developers; and
running `make` and `make install` fixes the issue for them as well.
