Usually the “Any issues…” section is for things that the project cannot resolve by itself (with the help of its mentors). So, let’s try to resolve it here and now. I share your frustration that some folks have still not signed ICLAs. But what problem are you trying to solve? Since they don’t have committer status, we’d only be dropping them from the list of initial contributors in the status page[1]. If and when they become active we can easily give them committer/PPMC karma. More important, I think, is to make sure that people who want to be active - in particular you and Patrick - have ICLAs and are listed as members of the PPMC on Whimsy[2], because Whimsy reflects reality (i.e. the ASF’s LDAP directory). So, regarding the report. I suggest striking that paragraph. A few laggards who have not signed ICLAs is not a crisis. The rest of the report is great. +1 and thank you.
