[ReleasePreparation] Staged 0.13 into a temporary repository - request for feedback

Hi guys,

that was quite some hard work for me as an ASF-release newbie .... but:

      <pluginRepository>
        <id>staged-releases</id>

<url>https://repository.apache.org/content/repositories/orgapachecreadur-1005/</url>
      </pluginRepository>
    </pluginRepositories>

contains a 0.13 version of Apache Creadur RAT.

Can you play with the artifact before we start an official release vote?
