TreeCacheSelector

We should document that TreeCacheSelector implementations need to return
stable answers over time.  A Selector that returns different answers over
time is specifically not supported, and will yield very inconsistent
results.  (This is why I didn't originally try to tackle this, but on the
net I think it's fine.)
