This would be leftover from CXF 2.0.x and should be removed for 3.0.x. It
should be either in that package or "instanceof
org.apache.cxf.feature.Feature". We don't support the Oracle/Sun RI features
as they are tied to their runtime so we do need to throw exceptions for those,
but for Features that we CAN use, we should allow it.
