CXF caches loaded WSDLs by URL, and it keeps a separate entry for every copy of the URL string it has been asked about. When you removed a WSDL, the cache gathered up those copies to delete them. It used a collection that treats equal strings as one item, so only one copy was deleted. The leftover copies then put the WSDL straight back into the cache.
