I believe ICLA's are signed and accounts are set up for all of our
Initial Committers. We're still working on getting SGA's from Tresys,
NCSA, and IBM. We're also inspecting the Daffodil codebase for other
contributors to determine if we need SGAs from other entities (AFRL, NRL
and DoD). We suspect their code has all been replaced, but we are still
verifying that.
