Some formats may pad data by inserting extra bits in the middle of the data
stream. These formats can be handled with an additional layer transform,
described
[here|https://cwiki.apache.org/confluence/display/DAFFODIL/Proposal%3A+Data+Layering+Addendum]
which moves a single contiguas bit-string from the middle of a layer's content
area to the end.
