If compute engine is in "Run" status action list for it should contain next
items in the list:

## Stop (only for Spark standalone cluster type)
## Terminate
## Scheduler
If compute engine is in "Stop" status action list for it should contain next
items in the list:
#
## Run (only for Spark standalone cluster type)
## Terminate
## Scheduler
Terminated compute engines have status no details and doesn't have active
Action list.
