Provenance is my concern indeed, and by having someone attach their (zipped?) data to jira and indicating in the issue what the provenance is you have a "written" trace of what happened and who declared they have the right to contribute that data to the ASF. For larger contributions you can ask for a PMC vote before committing the data to svn, so that accepting the contribution is an act of the foundation, as opposed to an individual decision. And maybe ask the contributors to submit an iCLA as per http://www.apache.org/licenses/icla.txt OTOH if someone sends you some data off-list and you commit it yourself later, you are the one who declares that you have the right to contribute the data. -Bertrand
