The next steps:

- better define the json structure
- define how domains can provide custom test suites
- define an actual reference domain and test suite (this will be a very
rigorous domain)
- implement a reference client which can pass the reference domain's test
suite

At this point we have a client and a data specification, so now we just
define a device, browser, and OS spec and the clients will be able to use
them.
