Do you speak about Jenkins build jobs? If yes, no infra if required (in fact they barf if you ask them). Every committer can get an account, [1] describes the procedure. Having said that, even if I'm no committer of this project, with permission of the PMC, I'd volunteer to setup Jenkins jobs, as I have Jenkins Karma.
