While "How do I get an account" is clearly for committers (if someone who
is volunteered, it seems we could get one or the other Jenkins admin in the
team)
there is no evidence, Stefan couldn't request a Jenkins job here:

After all it's just JIRA, and people use that for the actual project all
the time.
