   ### Search before asking

   - [X] I had searched in the
[issues](https://github.com/apache/incubator-devlake/issues?q=is%3Aissue) and
found no similar issues.

   ### What happened

   1. Create a new GitHub connection, do not configure the scope config, and
click on 'collect data' at the bottom to successfully collect data.
   2. Configure the scope config.
   3. Click on 'Re-transform Data' in the Projects -> GitHub -> Status page.
   4. Check the issues table; the configured rules have been transformed, and
the type field that matches the regular expression has been updated with the
standard type values.
** Up to this point, there are no issues.**
   5. Remove the scope config and then click on 'Collect Data' in the top right
corner.
   6. Check the issues table; the previous mapping relationships are still
there.

   1.创建新的GitHub的connection,不配置 scope config,点击 最下面的 collect data,收集成功。
   2. 配置scope config
   3. 点击 Projects->github -->status 页面中的 Re-transform Data
   4. 检查issues表,配置的规则被转换过来,符合正则的type字段,写上了标准类型值。
    到这里都没问题
   5.去掉scope config,再点右上角的Collect Data
   6.检查issues表,之前的映射关系还在

   ### What do you expect to happen

The expectation is that after removing the scope config and clicking on
'Collect Data' in the top right corner, the type values in the issues table
should be empty, rather than retaining the mapping values from the last
operation.

   ### How to reproduce

   See above

   ### Anything else

   _No response_

   ### Version
