### Search before asking - [X] I had searched in the [issues](https://github.com/apache/incubator-devlake/issues?q=is%3Aissue) and found no similar feature requirement. ### Use case * As a DevLake user with GitLab issues manager * I'd like to be able te get DORA - `Change Failure Rate` * In order to take advantages of already existing support from JIRA / Github ### Description Gitlab provide incident management. DevLake relies on incident to be able to calculate get DORA - `Change Failure Rate`.
