### Search before asking - [X] I had searched in the [issues](https://github.com/apache/incubator-devlake/issues?q=is%3Aissue) and found no similar feature requirement. ### Use case I use GitHub plugin, and sometimes I need re-transformate data. IMO, it will make some operations between tool layer amd somain layerss data, and it will NOT trigger collectors. So I think there is no need to keep network to data source's endpoint is connected. But in fact, if you have no internet connections, you can not re-transformate data successfully.
