I understand the reasoning behind the expectation. We’ve discussed this before: if the metric is calculated the way you expected, the only way to pinpoint which PR introduced a bug is to comb through the code by hand—an effort that’s both time-consuming and often inconclusive. >From another angle, though, are that many bugs really slipping through?
