### Proposed scope
1. **Plugin ingestion/model**
1. Add collectors for AI credit billing usage endpoints:
- /enterprises/{enterprise}/settings/billing/ai_credit/usage
- /organizations/{org}/settings/billing/ai_credit/usage
2. Support daily/monthly collection strategy and normalize usage items
into tool-layer tables (day, org/user/model/product/cost center, unitType,
gross/net quantities and amounts).
3. Add migrations + table registration + e2e snapshots.
4. Document required permissions (manage_billing:copilot / enterprise or
org admin scopes).
2. **Dashboards / UX terminology**
1. Add AI-credit consumption panels to GitHub Copilot Adoption dashboard:
- total credits consumed (gross/net)
- credits trend over time
- credits by model/product
- optional cost-center/user/org breakdown (when available)
2. Replace/retire any premium request units wording in Copilot dashboard
labels/descriptions.
3. Ensure units are explicit (credits, amount/cost fields where present).
