Update: single jobs (non multi-branch) are hit harder. Their build list is paged newest first and stops at the first build that started before the previous collection, and running builds were dropped, so a build running during one sync and finished before the next is never collected at all, not even the build. #9178 now also covers that (second commit: running builds are kept and re-collected through `CollectUnfinishedDetails` until they finish).
